Job Description:
Duties As a Supervisory IT Specialist (PLCYPLN) with the Texas
Air National Guard, your duties will include, but will not be
limited to: * Responsible for operational training and mission
accomplishment of multiple diverse squadrons, with a drill status
guard military population typically in excess of 900 personnel
located across several states, comprised of multiple units whose
installations are geographically separated. Accountable to a wide
variety of federal, state, and local authorities on all aspects of
operations, personnel, equipment, funds, environmental compliance
and real property management. * Determines unit goals and establish
the foundation for short and long range planning and execution of
all unit programs - directly and through subordinate staff officers
and aligned detachment commanders. Formulates policy and provides
command perspective for mission and programmatic changes affecting
the Headquarters and/or aligned units. Provides focus for all unit
functions and activities. Considers factors such as current and
future mission needs, political climate, environmental
considerations, area demographics, radio frequency spectrum
availability, tactical training location accessibility, and other
local limitations when developing unit goals to support national
and state military strategies. Provides operational control and
support to organizations assigned as subordinate units to the
Headquarters. * Responsible for managing the Group wartime mission
training program. Ensures Unit Type Code (UTC) training meets
requirements and achieves combat readiness objectives. Ensures
Group augmentation personnel are combat ready to support an
AFFOR/AOC. Maintains mission readiness and complies with service
directives as validated by the Unit Compliance Inspection process
by the MAJCOM Inspector General and other reviewing agencies. *
Responsible to ensure the availability of mission capable AFFOR/AOC
augmentation UTCs, for aligned capabilities which includes
Communications-Electronics, Engineering Installation, Space
Operations, and/or Air Traffic Control. Ensures Group assets are
ready to meet training and Air Force contingency requirements.
Monitors adequacy of maintenance, supply management, and equipment
repair processes. * Responsible for formulating, justifying,
presenting, and executing multi-million dollar Operations and
Maintenance (O&M), Military Personnel (MILPERS) and
Environmental Management budgets, including both federal and state
appropriated funds. * Responsible for the management of the Group
real property management program, which includes facility planning
and construction, facility maintenance and repair, facility
utilization and modification, land use planning, future mission
planning, and environmental compliance. Develops Installation
Master Plans, negotiates and approves host-tenant agreements, lease
agreements, and facility licenses with both military and civilian
agencies. * Responsible for the management of the Group
environmental compliance and management program directly and
through subordinate staff officers and detachment commanders. *
Responsible for developing and implementing a variety of federal,
state, and local programs to ensure mission effectiveness,
including hazard abatement programs; fraud, waste, and abuse
programs; health and fitness programs; public affairs programs; and
contingency response programs. * Performs the full range of second
level supervisory duties and responsibilities. Directs,
coordinates, and oversees operations within the Group Headquarters
through a subordinate staff of supervisors or work leaders. Ensures
manpower authorizations, grades, and specialties are adequate for
assigned missions. Maintains military and full time strength
through effective recruiting and retention programs. Ensures
effectiveness of unit Equal Employment Opportunity Program. *
Ensure currency and relevance of aligned units. Coordinate with
National Guard Bureau (NGB), Air Force Major Commands, and other
operating agencies in order to confirm unit operational
capabilities are compatible with Air Force, Joint Service, and
National Agency requirements. * Ensures proper and adequate
security to safeguard people, property, weapons, ammunitions, and
assigned tactical Combat Communications, Engineering Installation,
Space Operations, and Air Traffic Control systems and equipment. *
Ensures implementation of functional station information systems
plans to safeguard sensitive data, communications and data
processing equipment, and computer services. * Performs other
duties as assigned. Requirements Conditions of Employment
Appointment Factor(s): This is an Excepted Service position that
requires active membership in a compatible military assignment in
the Texas Air National Guard and wear of the military uniform.
Applicants who are not currently a member of the Texas Air National
Guard must be eligible for immediate membership and employment in

required. * Direct deposit is mandatory. * May be required to

Compatible Military Assignment (per UMD): Applicant must be Duty
AFSC assigned to a compatible position in accordance with statutes
and National Guard Bureau regulations upon selection. If selected

your resume must include relevant experience with beginning and
ending dates of employment/experience reflecting the following:
Specialized Experience: To qualify at the GS-13 Supervisory IT
Specialist (INFOSEC) position, the applicant must have at least 24
months of managing or directing Cyberspace Operations mission
commitments, programs, and projects that impacted personnel,
equipment, software and services. Experienced in performing unit
leadership duties in regard to planning, scheduling, controlling,
and directing all unit functions. Competent in performing
analytical and evaluative duties related to the business of
Cyberspace Operations. Experiences included contact and
coordination with the National Guard Bureau (NGB), Air Force Space
Command (AFSPC), 24th and 25th Air Forces, active-duty operational
units, parent Cyberspace Operations Group (COG), and/or associated
joint units. Program experiences involved developing policies and
procedures, short-range and long-range plans that satisfied
Cyberspace Operational unit needs and taskings. Skilled in the
identification of problem areas and knowledgeable of required
corrective actions to meet program capabilities and mission
objectives. Experiences involved the interpretation of policy and
procedural matters. Knowledgeable and skilled on planning and
coordinating the utilization and maintenance of systems and
facilities. Organizational experiences included the formulation and
execution of budgetary, training, and organizational requirements,
as well as communications support requirements. Knowledgeable on
how to determine the capability of Cyberspace Operations and/or
support personnel to meet requirements specified in tasking orders,
plans, or requests for forces. Knowledgably on validating unit
mission limitations in regard to equipment capabilities and
personnel readiness. Must have at least 24 months of supervisory
experiences. Competent in performing the full-range of supervisory
duties in regard to subordinates and managing personnel
responsibilities. Skilled in advising, coaching, mentoring, and
counseling employees to ensure understanding of the Air National
Guard personnel programs, policies, to include senior management
procedures and directives. Experienced in conducting interviews and
selecting candidates for initial hires, reassignments, promotions,
or formal details. Must have experiences and competence in regard
to identifying Dual Status technician positions' Series
qualification and/or certification requirements, training
development, and compatible military skills. The supervisory
experiences involved leading, planning, and scheduling program work
in a manner that promoted smooth flow and even distribution of
assigned work requirements. Experiences included training and
guiding employees on cyberspace programs and assigning tasks.
Supervisory experiences involved balancing mission program work
requirements, aligning program policies, and providing advice,
mentoring, and a wide variety of directions. Experienced on
coaching and counseling employees on issues in regard to behaviors
and/or performance. Experienced in structuring work assignments
that created effective and efficient procedures with measured and
